The Chargé in the Soviet Union (Grummon) to the Secretary of State

376. My 359, July 1. I am informed in strict confidence that since the [German] Ambassador’s conversation with Molotov reported in [Page 330] my telegram under reference, there have been no further developments here in Soviet-German relations; that in reply to his report of the above conversation the Ambassador was instructed by Berlin to take no further steps for the present in the matter of an approach to the Soviet Government.91 It was added that the German Embassy was awaiting further instructions from Berlin in regard to the conversations for a renewal of commercial negotiations.
