The Ambassador in the United Kingdom (Kennedy) to the Secretary of State

Since the passage of the Neutrality Act the Consulate at Belfast has been receiving inquiries as to whether citizens may return [Page 706] to the United States on British ships sailing out of Irish ports within the next few days. It has requested a ruling from this office but, inasmuch as the regulations issued by the Secretary of State on November 669 (Radio Bulletin No. 263) seem to apply, it would be appreciated if the Department could instruct Belfast directly in the present instance and inform the Embassy whether special authorization is required in every case for an American citizen who is now in a combat area and who has little choice other than to travel on a British ship.
