Department’s telegram 40, June 23, 1 [6] p.m. Embassy has ascertained informally that Belgian Foreign Office is favorably disposed to proposed negotiations and is now consulting other interested departments of the Government. The Foreign Office hope that a reply announcing acceptance in principle will be sent in about 2 weeks.
