439. Department’s 237, December 16, 2 p.m. Cantilo is urgently requesting Aranha’s support for his draft of protest to be made in connection with Declaration of Panama. Aranha says in his opinion Cantilo’s note is satisfactory but of course he wants to cooperate with us. Aranha is talking to President Vargas30 on whole subject early this afternoon and will talk to me again later.
