Department’s confidential telegram of December 18, 4 p.m. The Panamanian Minister for Foreign Affairs informs me that his Government accepts the Argentine redraft and that the President of Panama will issue the statement as soon as the Department advises that the various American Governments have approved the text. The Minister for Foreign Affairs would like to know whether it is desired that copies of the statement be communicated by the President of Panama to the French Government or only to those of Germany and Great Britain.
