Your no. 46, June 28, 3 p.m. No formal statement is required for the purposes outlined in the Department’s circular telegram of June 27 but merely an informal indication of the attitude of the Uruguayan Government. Most of the replies have now been received and have all been favorable and the Department hopes that the views of the Uruguayan Government can be indicated, as above, at an early date.
