The Department agrees with the view set forth by Ortega and reported in your 229, December 16, 3 p.m., to the effect that the establishment of patrols by the American republics would be tangible evidence of their sincere support of the Declaration of Panama and would no doubt result in the accumulation of valuable information in respect thereto.
