Referring to the Department’s circular telegram of June 27, 7 p.m., Minister for Foreign Affairs is of the opinion that Ecuador would welcome passage resolution which would make it possible for this country to obtain certain military and naval material for defense purposes, without expense to the United States, should the Ecuadoran Government so request. He added that it is a great step toward solidarity.
