79. Your 57, 18th.78 Government unable at this time to dispatch another vessel to British Isles to evacuate Americans due to refusal of German Government to assure safe passage. In view of intent and purpose of neutrality law to prevent travel in combat areas and increasing perils of travel therein, Department declines authorize travel in such areas on vessels of any character at this time.
