1103. Your 779, November 30, 5 p.m.2 Rochat3 suggests informally that the Department might wish to send the naval officer in question to Dakar as a Vice Consul detailed to that office. Rochat believes such action would avoid any possibility of embarrassment and would probably better suit the Department’s purpose.
