The Department has also discussed subject with him by telephone and there appears no basis for impression of unfavorable reception. Grady states the letter was received just prior to his departure for California and it was not understood that immediate reply was necessary. While general approach is sympathetic, further preliminary study, now going on, is necessary. The whole subject will be discussed again upon Grady’s return next week.
