The Consul at Hanoi (Reed) to the Secretary of State

19. I am now informed that permits for re-exportation to Rangoon have been revoked by order of the Government General. This appears to be a direct consequence of the opening of the Burma Road [Page 191] and of Japanese pressure to prevent in so far as possible the transfer to Rangoon of supplies for the Chinese Government. It is remarked that this action as well as the action taken yesterday against the cargo of the United States Far Eastern Trading Corporation closely followed the arrival of the Japanese Economic Mission at Hanoi.

Sent to Cavite for repetition to the Department, Chungking, Peiping, Hong Kong, Shanghai, Canton.
