I have just been apprised by my British colleague that he has received information from a reportedly reliable source in Singapore, to the effect that the Japanese are already negotiating with the French for the use of Camranh Bay for an advance naval base. This information is understood to have been obtained indirectly from the chief of the Japanese naval mission in Indochina and to have been confirmed by an official of the Indochina Government.
