104. Department’s telegram No. 140, August 30, 5 p.m.⁶⁹ The Secretary of the Treasury has just informed me that instead of a $15,000,000 loan the Government now wants a $65,000,000 loan and that a detailed request will be forwarded to Washington promptly. He of course does not favor the loan.
