The Minister in Bulgaria (Earle) to the Secretary of State

14. The German-controlled newspapers here four times in the last week were about to publish vicious articles against President Roosevelt. The Foreign Minister21 personally had every word of them barred from publication. Only one anti-American article in a small weekly escaped him.

The censorship is under the Minister of the Interior, Gabrovsky, who is pro-German. There is a struggle going on between him and the Foreign Minister with the outcome uncertain.
