31. Colonel Donovan arrived at a most crucial time. His forceful declaration to the King and his Ministers that America, exerting all her enormous force will insure ultimate victory for England has had a tremendous effect.

I fear it may not prevent the unmolested passage of German troops through Bulgaria but it very possibly may prevent the cooperation between Bulgarian and German troops. Bulgaria fervently wants the continuation of America’s friendly offices at the next peace conference.

Donovan’s visit has been commented on very favorably in the Bulgarian press.
