691. Both prior and subsequent to the receipt of the Department’s 552, February 20, the Embassy obtained informally assurances that the 100% quota would be maintained. Since agreement to ensure the maintenance of the quota seems to be sufficiently general, both among the unofficial and official members of the British and Dutch Governments, a prior meeting today could only have done more harm than good. A luncheon would have been equally a tour de force since a representative of the Embassy is lunching with the International Committee after its meeting tomorrow.
