The Secretary of State to the Ambassador in Brazil (Caffery)

1381. From the Under Secretary. Please tell Aranha that I have informed the Chilean Ambassador here of our strong opinion that the consultative meeting should be held in Rio, as was agreed in Habana in July 1940. The Ambassador, who will transmit this view [Page 129] to Santiago, has expressed the belief that his Government will now desist from any efforts to change the location of the meeting. [Welles.]
