Department desires to receive urgently any additional information and comment you may be in a position to offer in regard to Chinese morale and the significance of the changes recently made in Chinese Government personnel. In particular the Department would appreciate receiving your views on the extent of the dissatisfaction among political and military elements, the names of the more important personalities involved, whether the Generalissimo’s authority has been to any extent weakened or undermined and whether the present apparent trend toward a passive or relaxed attitude reflects views of the Generalissimo or is in effect a product of a compromise forced by an opposition element.
