Referring to Department’s 5213, October 22, 2 p.m., and Embassy’s 5422, September 29, 10 p.m. The Foreign Office have accepted the Department’s suggestion, Department’s 5213, October 22, 2 p.m., with reference to Soviet participation in the declaration on property transfers in Axis dominated territories. Eden, through Maisky, has invited Soviet participation in a declaration modified on the lines suggested by the Department.
