The Acting Secretary of State to the Minister in Egypt (Kirk)

735. We wish to draw your special attention to today’s Radio Bulletin which contains the full statement of our proposals to the French Government regarding the disposition of the French ships at Alexandria.22 Please bring this to the immediate attention of the appropriate British propaganda officials with the request that they use every available means to bring this exchange to the attention of the crews of the French ships. As you know our radio stations, which will put on special programs, reach that area hardly if at all. The propagandizing effort must accordingly be made from Cairo.
