502. I received this morning the following note verbale dated May 5 (translation).
[Page 320]“The Ministry of Foreign Affairs presents its compliments to the Embassy of the United States of America and has the honor to inform it that on the second of this month at 13 o’clock there arrived at the arsenal of Cartagena unassisted a German submarine which had been forced to put in on account of damages. From the provisional technical examination which it has been possible to make so far it appears that it will require from 2 to 3 months to place it in a condition to navigate. The Embassy will be informed of the results of the final examination by experts and of the maximum time indicated for the repair of the damages.”
