Your 126, April 28, 4 p.m.5 In view of the Department’s belief that it would be inadvisable to request the Soviet Government to permit the Greely Military Mission to function or to establish its headquarters in the Soviet Union, the War Department has decided that it will no longer endeavor to obtain permission for the mission to enter Soviet territory. Immediate measures will be taken to withdraw the personnel of the mission from Tehran.
