The Minister in Iran (Dreyfus) to the Secretary of State

412. Political situation continues to drift hopelessly. Relations between Majlis and Government unimproved, most deputies continuing to play their game of obstruction and opportunism. For example Budget Bill for year now nearing end not yet passed. The Full Powers Bill was referred to committee without mention of urgency.

Political intrigue against Qavam77 is increasing; leading candidates being mentioned are Soheily78 and Ali Mansour. Cabinet changes are imminent, principal one being dismissal of Gharagozlou as Minister of Justice.

It seems likely the rapidly developing food shortage will bring about new crisis which will result in Qavam’s fall or dissolution of Majlis. There can be no continuity or stability in Government as long as Majlis is composed of irresponsible elements intent on pursuing their own interests.
