Repeated reports have been received by this Government from sources which are thoroughly reliable which clearly indicate that the Banco Central de Bolivia, wholly owned by the Bolivian Government, continues to grant exchange to firms in Bolivia whose activities are inimical to the security of the Western Hemisphere. The exchange granted to these firms in turn is remitted to German banks in Argentina and Peru. The continuance of these practices by the Banco Central, which appears to be contrary to Resolution V adopted at the Third Meeting of the Ministers of Foreign Affairs of the American Republics, will raise difficulties in connection with the operation of the stabilization agreement about to be signed between the two governments. This matter has been repeatedly discussed by the representatives of the United States Embassy in La Paz with the manager of the Banco Central5 but such transactions are still permitted to be undertaken.

The Department of State would appreciate assurances on the part of the Government of Bolivia that the Banco Central de Bolivia will desist from any further operations of the type mentioned above.
