198. The Argentine Government has made preliminary overtures looking to a barter agreement which would involve supplying crude rubber from Ecuador in return for authorizing exports of tires from Argentina. The Minister of Finance65 desires an expression of opinion as to the attitude of the United States to such an arrangement. Actually Argentina and other buyers are offering higher prices for Ecuadoran rubber than is being offered in the United States.
