Department appreciates receiving comment contained in your 1444, August 13, 11 a.m. and is considering your suggestion for [Page 101] action.22 In your contacts with Chinese you may take the opportunity to point out again that the Department does not presume to exercise control over press writers in this country and does not assume responsibility for what they write. With specific reference to Baldwin’s article, you may say that it of course in no wise represents the thought and feeling of the high responsible authorities of this Government. There will follow a telegram giving paraphrased excerpts of a press article in reply to Baldwin and to several other adverse critics.
