1430. For Murphy from the Under Secretary. The exchange of views between ourselves and the British on the matter referred to in your 1349 of July 31 continue. Our formula was transmitted by the President to the Prime Minister on July 22.13 An effort is now [Page 183] being made to expedite agreement between the two Governments which we sincerely hope can be accomplished in the near future.
