The Acting Secretary of State to the Ambassador in the United Kingdom (Winant)

4624. Personal to the Ambassador. I have not yet received any word from you since your return75 about the terms of surrender for Germany. I realize, of course, that Gousev or Strang may have raised objections, but I am most anxious at least to have your report on the present status of this document.

Both the War Department and the Joint Chiefs of Staff are pressing us to exert every effort to obtain agreement on the German surrender terms so that the Advisory Commission may proceed forthwith to the consideration of other problems of almost equal importance. In particular, the War Department points out that with the invasion now in progress, it is imperative that there be no further delay in working out plans for military government and the control machinery for Germany and in preparing the many directives which will be required by the Commanding Officers.

I am fully aware of the great difficulties which you have encountered in this work and if new obstacles have now arisen we want to give you all possible assistance in overcoming them.
