Memorandum by the Director of the Office of European Affairs (Dunn) to Admiral William D. Leahy, Chief of Staff to the Commander in Chief of the Army and Navy

There are enclosed two memoranda prepared in the Department of State respecting the treatment of Austria and Germany, together with two summary statements to accompany these memoranda setting forth policy recommendations.2

These reports were prepared at the request of the Post-War Programs Committee of the Department of State and have been approved by this Committee. The two papers on Austria, furthermore, have been submitted to the White House and were approved by the President.3

The Department of State would welcome the comment of the United States Joint Chiefs of Staff on these memoranda, and particularly would like to be informed if the Joint Chiefs of Staff approve those sections which relate to military considerations.

After consideration by the Joint Chiefs of Staff, it is anticipated that both reports will be transmitted to Ambassador Winant in London for background and guidance in his discussions in the European Advisory Committee.
