The Secretary of State to the Ambassador in the United Kingdom (Winant)

10317. Personal for the Ambassador. With reference to your No. 10732, December 4, midnight, we took this up again with the President and have received a statement from him that he would be willing to accept a zone next to Bavaria, in other words, a zone contiguous to the German zone which has been allocated to us. The President desires, however, that we consult with the Joint Chiefs of Staff about this before sending you further instructions. This we are doing urgently and shall inform you promptly of the results.

In the meantime, we have transmitted your No. 10864 of December 8 to the White House and this message will no doubt serve to confirm the President’s present inclination in this matter.
