The Acting Secretary of State to the Ambassador in the United Kingdom (Winant)

9840. Kefauver to Johnson. Reference Embassy’s 8910, October 18. Special appropriation by Congress would be necessary to provide funds for emergency aid. Problem being studied in Department. Not feasible just now to request such appropriation in view of enabling legislation before Congress. Independent action by British Government would not be embarrassing. Instead Department would be pleased that emergency needs could be met.

Definite that army will not handle basic scholastic equipment needs except on spot requisition by field commander. Some such requisitions coming through. Ministers of education should indicate importance and urgency of need which cannot be met locally to head of army Civil Affairs Mission for his consideration for spot requisition. [Kefauver.]
