The Chargé in Switzerland (Huddle) to the Secretary of State

7702. Message contained [in] Department’s 3604, October 23 delivered October 25 Swiss Foreign Office which replies in note November 17 stating that Swiss Legation, Berlin, instructed communicate message German Government. When this instruction received Swiss Legation, Berlin, had just suffered on part German Foreign Office two refusals accept communications from United States Government (see Legation’s 7542 November 1557 and 766 [7668], November 2158) and as refusal accept Department’s 3604 appeared inevitable it reported situation to Swiss Foreign Office. After examining question in effort find notwithstanding this situation means transmit to German Government Department’s message, Foreign Office, Bern, submitted it under cover of note to German Legation, Bern, which has returned Department’s communication with following remark: “Wording has been chosen by Department of State which would oblige German Foreign Office refuse accept communication.”
