1120. We are in complete accord with the suggested British line of approach to the Russians set forth in paragraph 7 of your 1209, February 12, 5 p.m.
We do not agree with your interpretation of paragraph 3 in numbered paragraph 2 of Sargent’s communication. It appears to [Page 1461] us that Sir Orme is not proposing that the LPC assume the weekly directive function but is merely confirming the present practice whereby the weekly directive is drafted by the PWE and OWI in London and then submitted for final decision to the Overseas Planning Board in Washington and presumably to the appropriate branches of the British Government.
