In the event of an unsatisfactory reply (foreshadowed by Pilet-Golaz remarks) by the Swiss Federal Council to our démarche of October 31 [30?], we feel formal withdrawal to our joint offer of supplies should be made without delay in order to protect our future position.
You are requested to approach MEW at once to ascertain their views.
