President Roosevelt to the Chairman of the Council of Peopled Commissars of the Soviet Union (Stalin)34

Many thanks for your message of March 25.35 It is my hope that the International Labor Organization at the coming meeting will [Page 857] make it clear that it no longer is an organ of the League of Nations and that it will affiliate itself with the United Nations. I trust, therefore, that the Soviet Union will have representatives at the next conference.

I will keep you informed of what takes place at the meeting in Philadelphia.
