The Ambassador to the Greek Government in Exile (MacVeagh) to the Secretary of State

Greek Series 163. The reply contained in the Department’s Greek 75 of May 19, 4 p.m., has been repeated to Beirut for immediate delivery. The British Embassy advises that the Conference is due to conclude today but if it should continue the reply ought to have an excellent effect and if not it will at least have shown on the highest level the warm friendliness which exists in the United States towards the Greek people as a whole. For this reason as well as for the important purpose of providing a check on possible misquotation, I believe that both the original message and the reply should be released for publication. At the same time, I also feel that it would be a mistake not to mention the names of the individuals concerned since this could serve no useful purpose in view of the certainty of disclosures from this end and might give some offense.
