The Secretary of State to the Chargé in Iran (Ford)

290. British Embassy has shown Department copy of telegram sent by British Embassy Tehran to Foreign Office on March 1 concerning a message filed by the AP representative in Tehran on the subject of the oil negotiations in Iran and copy of Foreign Office reply of March 2. If this question is still alive, the Department suggests that in addition to the British amendments, alteration be made throughout the text to read “United States oil interests” or “companies” instead of “United States Government” or any other wording which would make it appear that negotiations are being carried on by this Government. It is further believed wise to alter the penultimate sentence to avoid giving impression that Prime Minister believes Iranians are negotiating with British and American Governments.
