Memorandum by the Director of the Office of Far Eastern Affairs (Grew) to the Under Secretary of State (Stettinius)

With reference to my memorandum of May 23, I called Captain Daniel, USN, on the telephone today, and with regard to our previous conversation on the subject of the request of the Chinese Government for the transfer, under Lend-Lease, of four destroyers and four mine layers, I said that I assumed that no hasty action in the matter would be taken. Captain Daniel confirmed this supposition and said that no commitments had been made. I said that Mr. Hull was interested in the subject and that I expected to confer with him within the next few days and that I would then inform Captain Daniel, for the information of Admiral King, of Mr. Hull’s position. Captain Daniel replied, “Aye, Aye, Sir”.

I shall be prepared to discuss this subject with the Secretary whenever you and he find it convenient.
