956. Director [of] Foreign Office’s European Department87 last evening said privately to Counselor that he did not believe “rumors” that Japan and Soviet Russia had come to agreement and did not believe more than two divisions Jap troops had been moved from Manchuria into China proper. He said Japs could move some troops out of Manchuria without much risk because Soviets had probably transferred some Siberian forces to European theatre. He considered present military situation Honan and Yangtze Valley serious, with possibility Changsha would be lost before long.
