The Chargé in Bolivia (Woodward) to the Secretary of State

978. This Embassy’s telegrams 929, April 24, 7 p.m., and 930, April 24, 8 p.m.53 I have learned that the Argentine Government has stopped certain large shipments of flour and cement to Bolivia because of the Bolivian offer to our Government concerning quinine. The Argentine continue to insist on receiving some sulphate immediately. In the event our Government is interested in the Bolivian offer prompt action would seem to be highly advisable to forestall weakening on the part of the Bolivians.
