International Zone of Tangier

Soviet Proposal

Having considered the question of the zone of Tangier we have agreed that this zone which includes the city of Tangier and the area adjacent to it shall, owing to its specific strategic importance, remain international.

Representatives of the states chiefly concerned viz. Great Britain, the United States of America, the U. S. S. R. and France which will be invited to join this declaration will work out an appropriate status of this international zone responding [corresponding?] to the new conditions that resulted from the victory over Hitler Germany.

Spain will be invited to adhere to the new status after the re-establishment of democratic regime in the country.
