508. Dept considers that it would be desirable to request information of Russians on details of projected land redistribution, including anticipated effect on agricultural output and possible contribution to resettlement of German refugees from the East. In making this inquiry we should avoid conveying impression that we are opposed to land reform or even that we feel its execution should be delayed. [Page 1054] (Reurtel 521, September 14, 5 pm66). It should be pointed out that JCS 1067/667 directs utilization of large landed assets to facilitate accommodation and settlement of Germans and others or to increase agricultural output. Dept is of view that application of uniform land reform measures throughout Germany would be highly desirable and that an effort might well be made in Control Council to negotiate uniform policies.
