The Ambassador in the United Kingdom (Winant) to the Secretary of State

ReDeptel 2447, March 29, 8 p.m.18 The Embassy has received a letter dated April 10 from the Foreign Office stating that the British Government for its part agrees with the US Government’s views concerning the situation in Bulgaria and it has instructed its Ambassador at Moscow to inform the Soviet Government accordingly and to urge the latter to agree to the proposals for dealing with the situation made by the US Government.19
