Washington, April 24, 1945—7 p.m.

104. Reurtel 220 today’s date.³² The press section of delegation at San Francisco has just this evening agreed to Paden’s [Padev’s]³³ accreditation. Please inform Foreign Office that visa authorization is being sent to London.

For your information this delay was caused by reluctance to admit any Bulgarian representative in view of anticipated difficulties in press circles because of the attitude of the authorities at Sofia in the matter of American news coverage in Bulgaria. The decision was reversed on political grounds such as those mentioned in your 157.³⁴
