The Ambassador in France (Caffery) to the Secretary of State

2407. From Murphy.36 SHAEF is anxious to initiate through the SHAEF mission to Denmark negotiations with the government set up by Buhl37 regarding a civil affairs agreement. Understand the British Government intends to accord the Buhl government early recognition. Would appreciate urgently an indication of the Department’s attitude toward the Buhl government. [Murphy.]
