A–1168. American Interests—Japan. Department’s telegram 1296, March 31—6 p.m.,54 and Legation’s 2313, April 20—7 p.m.54a Foreign Office note, October 24, states according further communication from Swiss Legation Tokyo Japanese Foreign Office states that following new inquiry it has been established that Lieutenant Kurita commanded the unit at Aitape. Since Kurita has probably not returned to Japan, the Japanese authorities on the spot have been directed to conduct an immediate inquiry and in case possible find guilty persons to punish them severely and forward report.
