Number 310. Please deliver the following message to Generalissimo Chiang Kai-shek:
“I refer to your message of 19 July quoting your telegram to Generalissimo Stalin.
I asked that you carry out the Yalta agreement but I had not asked that you make any concession in excess of that agreement. If you and Generalissimo Stalin differ as to the correct interpretation of the Yalta agreement, I hope you will arrange for Soong to return to Moscow and continue your efforts to reach complete understanding.
