The Ambassador in China (Hurley) to the Secretary of State

1318. Generalissimo told me noon today he received message from Soong saying that matters moved very smoothly in first conference between him, Stalin and Molotov. Generalissmo was of the opinion that an amicable agreement would be reached soon (sent Department, repeated Moscow).

The Generalissmo stated that it appeared that so far only one issue had been passed for further consideration and that involves the operation of the port facilities of Dairen.
