1312. Secretary of the Treasury, Washington, from Adler.9 Ambassador Hurley informs me that he is strongly in favor of China’s setting up a U. S. dollar half-billion currency stabilization fund, provided that fund is constituted from China’s existing dollar assets. He is definitely of opinion, and has told T. V. Soong, that American voice and advice should be heard in management of fund. Ambassador Hurley has also discussed fund with Generalissimo. [Adler.]
